You should strongly urge considerations telegraphed by British and Chinese Corporation to Bland on the 4th instant, if you receive no decided answer from the Chinese Government in ten days, as anticipated by Tong (see Bland's telegram of the 7th instant).

I have renewed my representations to the Chinese Minister to the effect that if the Chinese Government are unable at once to provide money, the Corporation should be authorized to raise a loan. In reply, he said he would communicate with his Government by telegraph to this effect, and would also state that I was disappointed that no progress had been made in carrying out existing engagements during the ten months I had been in office.
